She has particular experience in power purchase agreements as in-house legal counsel, as well as leading a team managing various legal transactions across multiple jurisdictions.

Simonne has advised/ assisted with:

  • As a senior Legal Manager for a multi-national power provider, Aggreko, with oversight and experience on all legal matters for the company across Africa, the Middle East and Asia, specifically in transactions involving power purchase agreements, including thermal/ solar hybrid projects, fuel supply agreements, as well as the procurement of EPC contractors and operation and maintenance agreements.*
  • The South African Government and the IPP Office on and evaluating of tenders for the procurement of bids in the Renewable Energy Independent Power Producers (REIPP) Procurement Programme and the Baseload Energy Coal Procurement Programme.*
  • Concessionaire of the Gautrain Rapid Light Rail, on matters related to the concession agreement and matters arising between the concessionaire and related parties.*
  • Lenders on a project financing transaction for a ZAR 1.9 billion facility for the development of mining and cement related projects for Sephaku Cement (Pty) Ltd. *
  • Imvelo Consortium as the Preferred Bidder for the Department of Environmental Affairs accommodation PPP and advised on related PPP Agreement matters. *
  • Preparing procurement documents for the appointment of Terminal Operators for the cruise terminal at the Port of Durban.*
  • Imvelo Consortium as preferred bidder for the Department of Environmental Affairs Accommodation PPP and advising on related PPP Agreement matters.*
  • Developing the procurement programmes for energy procurement generated from new Baseload Energy Coal Power generation facilities and the gas procurement programme.*
  • The consultant by preparing the procurement documents for the Rivers Monorail project in the Rivers State Government of Nigeria regarding the procurement of a System Operator.*
  • Rand Merchant Bank on the 140MW Umsinde Emoyeni Wind Farm Project, specifically negotiating the power purchase agreement with Africa Clean Energy Development and Sibanye Stillwater as the offtaker. The project reached financial close on 28 May 2024, with an approximate project cost of ZAR 5 billion.*
  • Rand Merchant Bank on the 140MW Khangela Emoyeni Wind Farm Project, specifically negotiating the power purchase agreement with Africa Clean Energy Development and Rio Tinto as the offtaker. The project reached financial close on 28 May 2024, with an approximate project cost of ZAR 5 billion.*
